The nationwide council tax freeze is expected to be confirmed later today when the final Scottish local authority approves its budget. Councillors in Clackmannanshire will decide whether or not to back it this afternoon. It comes as COSLA - the umbrella group for Scotland's councils - begins its three day annual conference.
This proposed council tax freeze is very significant because the SNP during the Scottish elections last year, very much campaigned for, if John Swinney, the finance secretary, couldn't deliver this it would be very embarrassing for the SNP
